the result of deference by Provo to Bow Valley. Bennetts owned a home in the subdivision. PROCEEDINGS. - Bennetts sued Provo and others, but the district court dismissed as to Provo on the basis of governmental
immunity and failure to file notice. Bennetts appeal.
